Just Published: Position Paper of the EU BIM Task Group on BIM for Public Procurement

Working Group finalises the Position Paper in November 2025.

Our Position Paper highlights that BIM, according to ISO 19650, is not simply a technology but a structured approach to managing information throughout the lifecycle of a public asset. The document stresses that “BIM refers not only to tools and technologies, but to a methodological approach aimed at achieving defined objectives” such as risk reduction and improved planning.

Public procurement is one of Europe’s strongest levers to accelerate modernisation in the built environment. Our paper sets out why BIM should be embedded more consistently in public procurement to improve outcomes for citizens.

While BIM adoption is progressing, requirements still vary widely across Member States. This fragmentation creates friction for cross-border delivery, weakens interoperability, and risks widening the digital divide. We therefore call for a coordinated EU-level framework that defines minimum, harmonised BIM requirements (with a strong focus on vendor-neutral openBIM) while leaving room for Member States to specify detailed technical and regulatory measures within a common structure.

A more aligned approach would help public clients and industry to:
👉 increase value for money and reduce delivery risk
👉strengthen transparency and comparability in tendering
👉support sustainability and circularity objectives (including lifecycle perspectives)
👉enable interoperable, data-driven project delivery and asset management

To support implementation, the paper also highlights the importance of shared guidance and templates, capacity-building through knowledge exchange, and stronger integration of BIM into public procurement and permitting processes.
